"Prove the bond is stronger than both of us."

"You seem very interested in keeping me alive."

"I am."

The answer came too fast.

Nora looked up. His face was inches from hers. Black blood marked his lower lip. She could have wiped it away. She hated that she noticed.

"Why?" she asked.

His eyes held hers. "Because I need you alive."

"That's not the same answer."

"It's the only one you're getting in front of them."

Bram leaned closer inside his projection. "This is touching. Truly. But the order is valid, and the seal has confirmed it. Lucan signed Nora's death with his own hand. If she remains alive, the council can issue a second execution order against both of you for archive tampering."

The council members began talking over each other.

"Is the truth bond active?"

"How did she enter the sealed chamber?"

"Lucan, step away from the accused."

"You don't command me," Lucan said.

The chamber windows shuddered.

Every council voice cut off.

Lucan released Nora's waist, but his fingers stayed against her side for one extra beat. Then he turned to face Bram.

"You used the old order to trigger a public review," he said. "Why?"
