Synopsis
Ronan Vale rejects Mara Voss in front of the entire city—and she answers by exposing proof that millions meant for his flood defenses have vanished. Then every tide gate in Briarport screams at once, and the drowning city forces its disgraced pair into a life-binding moon covenant. He must protect the woman he publicly cast aside; she must repair the defenses controlled by the man she now has every reason to hate. But the covenant makes them share pain, dreams, and a desire neither can survive—or hide. As the moon tide rises, Mara becomes the enemy’s most wanted target and Ronan discovers she alone can inherit control of the gates. When the council orders Ronan to choose between their law and Mara’s life, will he sacrifice the city to claim her—or let the woman he rejected drown with it?
